Abstract: I will review our understanding of how neutrino mass and flavor is related by a simple 3×3 matrix. Most of the elements are known. Several imminent experiments will reveal the key missing parameter by 2012 or so. That size of this parameter will determine if we can push ahead to the study of CP violation. However, I will be optimistic, assume that we can, and describe the next generation of experiments that are being considered to bring our understanding to completion.
