New GBT IP ngFEC_mgt created with Vivado gtwizard3.6 to replace the old xlx_k7v7_mgt_ip.vhd
Its rxslide_mode is defaulted to PCS, aligned to two byt boundary, both TX and RX alignment
using AUTO mode.
xlx_k7v7_mgt_latopt.vhd modified to include ngFEC_mgt
gbt_rx_framealigner.vhd modified to replace gbt_rx_framealigner_rightshift.vhd with
gbt_rx_framealigner_leftshift.vhd because in PCS mode rx_slide causes left shift instead
of right shift of the PMA mode.
xlx_k7v7_gbt_ngFEC_design.vhd modified to make sure when TX/RX/CPLL power up causes a complete
reset.
