* STATHAND has a better debouncer to defeat false errors
* added header check for tracking fifo word synchronization
* added one waiting state to the asserting the AS*.
* fixed a EOD* bug that would cause the MCEN word counters to not reset its count at
  the end of its readout.
* added a protection that reads the data fifo continuously if it is supposed to be empty.
